Attention to the four key Main Streetrelements — design, organization, promotiob and economic restructuring — can take place absent a formal Main Street organization, says Steve executive director of the University Neighborhoodse Development Corp. and promoter of creating an urban Main Street effortin Memphis. Currently, the statd Main Street program certifies efforts only in smalle communities acrossthe state. There are currently 22 certifieds Tennessee Main Street communities in townwslike Collierville, Dyersburg, Jacksonb and Savannah.
But Barlow and others think there’as no reason why urban areas under redevelopment like ones aroundcthe , Cooper-Young, Frayser or the neighborhoods around can’y replicate and benefit from the Main Street economic development
